The institutions of governance were not created to govern science alone. 2 We need some understanding of the broader structure of policy making in order to understand the specific structure of science policy making. Fortunately, principal-agent theory provides such a broader structure because, as discussed below, the problems of delegation are not limited to scientific agents, although they may be exacerbated by them. An account of science policy must also be informed by an account of science in general.

Responsible both to political principals in Congress and in the scientific community, ORI is an example of what I call a boundary organization. Its existence is evidence that the scheme for the automatic management of scientific integrity under the social contract for science has been overthrown and replaced by a more formal system of incentives and monitoring, as the principal-agent framework would suggest. ORI represents a new space for science policy by being a formal mechanism for the management of scientific integrity, and by internalizing the boundary between science and politics over the issue of adjudicating research misconduct.
